A computer "blackout" denies the finance ministry revenue of 1,5bil
euros, while the cash reserves of the country are running dry. Meanwhile, the next tranche of 8bil euros is not expected to arrive before mid-November (although slashed, without approximately 3bil from the IMF).
Meetings have been taking place since early morning at the finance ministry in order to find a way to issue and send clearance statements with the special contribution to about 3,5mil taxpayers, from which the state expected to collect at least 1bil euros by the end of October (as the minimum installment is set at 300 euros).
But in practice, the closing date for the payment of the second installment on October 31 seems to be slipping away and the ministry is considering giving an extension until November 10 at the earliest. And it is possible that many taxpayers will be required to pay a double installment within the next month if the problem is not resolved within the day.
The problem arose from the extended strike at KEPYO, which is making thousands of confused taxpayers suffer about what they have to pay retroactively or in advance.
Because of the strike no statements have been sent so far. Approximately 2,5mil taxpayers who paid the first installment in September, could theoretically go to the tax office with the first clearance. However, this solution is rejected by the ministry, because it would crowd the offices and taxpayers would be forced to go through the same ordeal twice, having first to go to a bank to issue a check (cash payments of more than 250 euros are not accepted at the tax offices).
Due to the break on October 28, clearances will not be sent on time. The ministry is examining the possibility that those who are registered users of Taxisnet can print the second installment note during the next week and pay it at a bank.

Moreover, the issuing of 900.000 clearances for the first installment that could not be issued within September (as was the case with the remaining 2,5 million taxpayers) is still pending.
