He added that the Troika report on the progress of the Greek program will be presented at a meeting of the Eurozone finance ministers on October 8, which means that Greece will not receive the tranche of 31 billion euros before that date. "The team will remain throughout September to submit its report to the Eurogroup in October."
 
Meanwhile, on Tuesday rating agency Standard & Poor's lowered the rating outlook of Greece's debt from "stable" to "negative" because of delays in implementing the economic program required by the international creditors. "We believe it is likely that Greece will be obliged to seek additional help of 7 billion euros," reads the statement of the rating agency.
